The Day After Press Freedom: A Call For Action

On May 17th, 2007, His Majesty King Abdullah II opened the World Economic Forum at the Dead Sea in Jordan by asking the audience to, not just envision peace in the world, but begin to prepare for the challenges of the “day after peace.” The king has warned, on many occasion of these challenges – water scarcity, the development of infrastructure, employment of Arab youth under 24 – that face the Middle East.

Recently, he has asserted and re-asserted that journalists and bloggers should not be arrested for their opinions. Some have called this a gift, others a smoke screen. Experts everywhere wonder what impact this will have on the media in Jordan. Studying history, one can only wonder how long this new freedom (if it exists) will last, especially as the government retains considerable unofficial influence by posting journalists in media outlets and by intimidating journalists. A survey suggested that 70% of journalists believe the government influences the news.

In general, the Jordanian press has failed. They have failed the people by acting as a record keepers instead of critically reporting events. They failed by not seeking out more diverse opinions or allowing more voices in. They have failed to take advantage of new and widely available (cheap) technology – to allow the people to speak for themselves. They have failed by reporting incorrect information. They have failed at being a critical press, and have only succeeded in towing the official line.

To compound the problem, the line between public relations and journalism is blurred. Too many press releases are republished almost verbatim. And without an educational institution offering any sort of education for aspiring journalists, the problem builds on itself. Many agencies offer training courses, mostly funded from outside, but those focus on issues that those outside sources think are important. Such as American money to train journalists how to write about intellectual property and protect the interests of the American companies. That same survey suggests that only 66% of journalists hold bachelor degrees, but it doesn’t say what those degrees are in.

The saying goes, you can’t teach an old dog new tricks.

Rather than trying to change the press in Jordan – a rusty, old, painfully bureaucratic machine – I suggest building an entirely new one. One built on the fundamentals of freedom, participation, and emancipation. Delivering multiple ways of participating and embracing technology as a key factor in this process. Not only should this renewal engage the youth, it should be led by the youth of Jordan. We have the future to look forward to, and if we don’t participate in the building of it, it won’t be built they way we want it to be.

That being said, it is terrifically important that we don’t dismiss the experience, the scars, the pain, and the hope of weathered journalists. They should be sought out to provide guidance and support for the daunting journey ahead. Without them, this journey is bound to failure.

This is a call to action. We, the youth of Jordan will not be silenced. We will rise up, standing on the shoulders of our elders, and build a new press. His Majesty has opened the door, but it is up to us to build a truly democratic press in Jordan, entirely independent of government control.

This is the dawn of a new press. Let us imagine the day after press freedom, and begin working towards that vision.

في 17 – مايو- 2007 ، افتتح جلالة الملك عبد الله الثاني منتدى الاقتصاد العالمي في البحر الميت، طالبا من الحضور أن لا يكتفوا بتصور السلام في العالم بل أن يبدأوا بالاستعداد لتحديات اليوم التالي للسلام. حذر الملك في عدة مناسبات من هذه التحديات – شح المياه، تطوير البنية التحتية، توظيف الشباب العرب ممن هم تحت سن ال 24 – و التي تواجه الشرق الأوسط.


مؤخرا، شدد جلالته  و أعاد التشديد على عدم جواز اعتقال الصحافيين و المدونين بسبب آراء أبدوها. ورأى البعض هذه التصريحات بمثابة الهدية، بينما اعتقد البعض الآخر بأنها مجرد ستار من الدخان. يتساءل الخبراء في كل مكان، عن أثر ذلك على الإعلام في الأردن. عند دراستنا للتاريخ، نتساءل عما اذا كانت هذه الحرية المعطاة ستدوم (هذا على افتراض وجودها)، و خصوصا أن الحكومة تحظى بنفوذ غير رسمي كبير عن طريق تخويف الصحافيين و تعزيز آخرين ممن يعملون في الأوساط الاعلامية. وفقا لاحدى استطلاعات الرأي، يعتقد 70% من الصحافيين أن الحكومة لها تأثيرها على الأخبار.
بشكل عام، الإعلام الأردني قد فشل. و خذلوا الناس باتخاذهم دور المسجل للأحداث بدلا من نقلها بعين ناقدة. فشلوا لأنهم لم يبحثوا عن التنوع في الآراء و لم يسمحوا لعدد أكبر من الأصوات أن تسمع. و فشلوا في استغلال الجديد و المتوفر (بسعر زهيد) من التكنولوجيا – للسماح للناس بالتحدث عن أنفسهم، و قاموا بنقل معلومات غير صحيحة و لم ينجحوا بأن يكونوا صحافة ناقدة، بل على العكس من ذلك نجحوا بمجاراة الخط الرسمي.
تفاقمت المشلكلة حتى أصبح الخط بين العلاقات العامة والصحافة غير واضح.يتم إعادة نشر العديد من البيانات الصحفية بشكل حرفي. و مع عدم توفر معاهد تعليمية لتعليم الصحافيين الناشئين، تستمر المشلكة في النمو. هنالك العديد من الوكالات التي توفر دورات تعليمية، و معظمها ممولة من الخارج، ولكن هذه الوكالات تعنى عادة بالأمور التي تعتقد الجهات الممولة الأجنبية بأنها مهمة. على سبيل المثال، التمويل الأمريكي لتدريب الصحافيين على الكتابة عن الملكية الفكرية لتحمي مصالح الشركات الأمريكية. يقترح نفس الاستبيان أن 66% من الصحافيين يحملون شهادة البكالوريوس و لكنها لا تبين تخصصات هؤلاء الصحافيين.
هنالك مثل يقول: لا يمكنك تعليم خدع جديدة لكلب مسن.
بدلا من محاولة تغيير الصحافة في الأردن – والتي يمكننا وصفها بأنها ألة صدئة و بيروقراطية لحد مؤلم – أنا اقترح بناء واحدة جديدة كليا! صحافة مبنية على أسس الحرية، التشارك و التحرر. و إيصال طرق متعددة للمشاركة و اعتناق التكنولوجيا كعامل أساسي في العملية. و يكون هذا التجديد بقيادة شباب الأردن، كما يهدف إلى إشراكهم في الأمور. نحن نتطلع إلى المستقبل، و إذا لم نشارك في بنائه، لا يمكن له أن يكون كما نحب و نريد.
و بناء على ذلك، فإنه في غاية الأهمية أن لا نتجاهل خبرة الصحافيين القدماء، و آمالهم و أوجاعهم. يجب علينا الرجوع إليهم لتقديم النصح و الإرشاد، و الدعم الذي نحتاجه في رحلتنا الشاقة المقبلة. فمن دونهم، ستكلل رحلتنا بالفشل.
هذا نداء للعمل و اتخاذ خطوة. نحن، الشباب الأردني لن يتم إسكاتنا. سننهض و نقف على أكتاف الجيل الذي سبقنا لنبني صحافة جديدة. لقد فتح جلالته الباب، و لكن بناء صحافة ديمقراطية مستقلة في الأردن منوط بنا.
هذا فجر صحافة جديدة قد حان. دعونا نتخيل اليوم التالي لحرية الصحافة، و نبدأ العمل تجاه هذه الرؤية.
